Abstract

The scientific and methodological substantiation of the system of criteria for assessing a safe urban environment was carried out in the study. The relevance of the study is due to the need to increase the level of validity and reliability of criteria for classifying events as an emergency situation (emergency), bearing environmentally hazardous consequences for life in cities. Currently, the Russian Federation has already developed criteria for information about natural and man-made emergencies; however, their effective and reasonable application is not possible due to an unreliable and unclear assessment of the real impact of the event on the environment, as well as negative consequences for the natural environment and the life of the population under the influence of various factors, conditions, restrictions, taking into account cause-and-effect relationships. Such criteria have not been developed abroad in the format under study. The novelty of the approach proposed by the author lies in the development of scientifically based solutions and methods for the formation of a system of environmental criteria for emergency information, taking into account a risk-oriented preventive approach to predicted adverse events. The competitive advantages of the work consist in solving a specific scientific and practical task of ensuring the effectiveness of the activities of the Ministry of Emergency Situations of Russia in the field of ensuring the safe life of citizens in settlements. The purpose of the study was to update and improve methods, systems, technologies for forecasting and qualification of emergencies, to increase the level of validity and reliability of the criterion assessment of the attribution of events to emergencies and, as a consequence, the assessment of the safety of the urban environment. The proposed system is based on taking into account a complex of factors and parameters of environmental hazard, allows us to apply scientifically the criteria for the qualification of such events at the stages of the origin and occurrence of emergency situations (emergencies) with negative environmental consequences in settlements.
