PROBLEMS OF SOCIAL EVALUATION OF IMPROVEMENT PROJECTS (ON THE EXAMPLE OF THE BEACH IN STROGINO)

Abstract

Social results of urban development on the national projects, programs, “Housing and Urban Environment”, “Development of Tourism and Recreation”, as well as the municipal programs of cities, districts, and towns are currently being discussed in the professional community. The article deals with the methodology of social assessment of improvement projects on the example of the author’s experience in connection with the project improvement of a large beach with swimming for 1500 vacationers in Moscow, in the municipal district of Strogino. The beach was organized in the 80s of the last century in Strogino Park on the shore of Strogino Bay during the mass development of the area and since then no landscaping has been carried out. Socio-ecological and environmental aspects of the project, environmental protection measures in connection with the location within the protected area of regional importance “Natural and Historical Park Moskvoretsky” in the zone with the 4th mode of land use are considered. The design and implementation of the project were carried out in 2012-2014 by the decision of the mayor of Moscow in response to numerous appeals from residents and improvement of the inner city area intended for public recreation, affecting the interests of thousands of Muscovites and can be regarded as an example and study the main stages of socially-oriented design decisions and the resulting social assessment of the project, taking into account the ongoing public debate. The article provides data on the socially significant project decisions and indicators of the project, the factors and criteria for social assessment, considering the specifics of the type of object and environmental status, the expanded content and composition of the project, and special pre-project justification of environmental protection. Evaluation of the results of public discussions is given, and the feasibility of sociological support of projects of improvement of territories with special status intended for mass recreation is substantiated. The study is initiative, the materials of LLC “IGBI” and LLC “Alfamik” of different years are used.
