Along with the positive effects of tourism, many cities are increasingly experiencing the negative consequences of excessive tourism (overtourism), which impact the quality of life of residents and travelers. Tourism development often leads to conflicts of interest between residents and tourists, which is particularly acute in small settlements with fragile socioeconomic environments, such as the settlements of the Lower Don in the Ust-Donetsk district of the Rostov region. The aim of this study is to identify effective tools for the sustainable development of the architectural and spatial environment of historic settlements. The research methodology is based on an analysis of regulatory documents, field studies, and an assessment of successful solutions to similar problems in modern practice. Sustainable development of small historic settlements is achieved not through universal measures, but through individual regulatory tools tailored to the specific cultural landscape and socioeconomic context. A differentiated set of regulatory tools is proposed for each type of settlement: Melikhovskaya, Pukhlyakovskoye, and Razdorskaya.
