Abstract

The article examines regulatory and legal documents in order to analyze urban planning standards and identify requirements for the location of social infrastructure facilities. The analysis revealed key systemic problems related to social infrastructure and highlighted the urgent need to develop a new conceptual model and a calculation-based justification for regulated parameters in the field of standards governing the provision of service institutions, organizations and enterprises, as well as their accessibility for the population. The study systematizes and organizes the wide range of existing regulatory documents, thereby identifying specific issues of regulation, including personal accessibility for certain population groups, particularly people with limited mobility, which remain highly relevant and are actively discussed by the professional community. Overall, the analysis indicates the need for a fundamental shift in the traditional paradigm of locating social infrastructure facilities: from an approach focused on the excessive development of urban territories to one aimed at creating conditions for human development. A flexible and adaptive approach to regulation is proposed, enabling the formation of sustainable and evolving social infrastructure that meets the needs of contemporary society.
