The article contains a brief historical overview of the main theories of urban formation in the first half of the 20th century (garden city, sotsgorod, work settlement), which had a significant impact on the location of the city of Volzhsky and the formation of its spatial planning structure. The main prerequisites for the emergence of satellite cities in the world and Soviet theory and practice of urban planning are considered. The history of the origin of G. From the village for hydroelectric power plant builders to the center of a new territorial production complex, it was noted that the construction of the city went beyond solving only construction and technological issues, it became a landmark phenomenon of Soviet urban planning, the embodiment of the idea of post-war revival. The article describes the specifics of the formation of the architectural and planning structure of the 1st stage of the construction of the Volzhsky center, and identifies the compositional features of its construction. The study identified the main characteristics of the 1st stage of the Volzhsky construction: the ratio of open spaces in the structure of residential and mixed-use buildings, the types of planning modules for the development of historical neighborhoods, the features of the "Volga style". The necessity of understanding the value attitude towards the Soviet architectural and urban planning heritage of the 1950s and its unequivocal recognition as a monument of the era with unique value characteristics is substantiated.
