The concept of a "new experimental settlement" appeared in the Spatial Development Strategy of the Russian Federation until 2030 and needs to be clarified and developed in the methodology of allocation and implementation. The proposed text attempts to define the spatial principles of localization of experimental cities and the main models and drivers of their development. Taking into account a number of factors, it is suggested not to create such settlements from scratch, but to reformat existing small towns. Potential candidates for experimental cities are highlighted among the settlements of the Lower Volga region. The possibility of using a combined development model by experimental cities is considered, for this purpose the most suitable models of urban development and the potential of their complementarity are analyzed. The principle of a polymodel approach in the development of new experimental settlements is substantiated. Local communities are considered as a key factor in the success of the experimental city project. It suggests ways to scale the positive experience of the project and describes its limitations.
