CREATING A COMFORTABLE URBAN ENVIRONMENT IN THE REGION: FEATURES OF YOUTH ENGAGEMENT AND DEVELOPMENT TOOLS

Abstract

The purpose of the study is to substantiate and formulate proposals for the creation and improvement of organizational tools for increasing direct civic participation of young people in the development of a comfortable urban environment (HS) at the regional level. The study is based on the example of the Vologda region. Attention is focused on the sociological approach, and the formation of the HS is considered from the point of view of the concept of civic participation. Information base: public opinion monitoring data. The volume of the sample population in Vologda is the same as in The population of Cherepovets is 400 people (the total sample is 800 people). In small towns — Nikolsk, Sokol, Veliky Ustyug, Gryazovets — 600 respondents. The institutional environment of citizens' participation in the formation of a comfortable GP is analyzed and the risks of implementing the federal project "Formation of a comfortable urban environment" are considered. The passivity of citizens in choosing public areas for landscaping in both Vologda and Cherepovets has been revealed: more than half of residents do not participate in rating voting and are not involved in evaluating urban space. Awareness of the federal project "Creating a comfortable urban environment" in Vologda is higher among young people than among other age categories. Among the motives that prevent young people from showing their civic activism, the habit of hoping for the ready is leading. Recommendations are proposed for the creation and improvement of organizational tools for increasing the direct civic participation of youth in the development of a comfortable GP in the Vologda region — the creation of a Regional Youth Association for the development of GPS. The effectiveness of the measures proposed in the study to involve young people in the development of a comfortable GP has been assessed. The expected increase in youth involvement in this field of activity will make it possible to achieve positive dynamics of urban development in the region and occupy high positions in the overall ranking of cities with a favorable urban environment.
