Abstract

The article presents a scientific and methodological substantiation of the system of criteria for assessing a safe urban environment. The relevance of the study is due to the need to increase the level of validity and reliability of criteria for classifying events as an emergency situation (emergency), which has environmentally hazardous consequences for life in cities. Currently, criteria for information on natural and man-made emergencies have already been developed in the Russian Federation.; However, their effective and reasonable application is not possible due to an unreliable and unclear assessment of the real impact of an event on the environment, as well as negative consequences for the natural environment and the vital activity of the population under the influence of various factors, conditions, restrictions, taking into account causal relationships. Such criteria have not been developed abroad in the format under study. The novelty of the approach proposed by the author lies in the development of scientifically sound solutions and methods for forming a system of environmental criteria for emergency information, taking into account a risk-based preventive approach to predicted adverse events. The competitive advantages of the work lie in solving a specific scientific and practical task of ensuring the effectiveness of the Russian Ministry of Emergency Situations in the field of ensuring the safe functioning of citizens in populated areas. The purpose of the study was to update and improve methods, systems, technologies for predicting and qualifying emergencies, to increase the level of validity and reliability of the criteria for classifying events as emergencies and, as a result, assessing the safety of the urban environment. The proposed system is based on the consideration of a set of environmental hazard parameters, which makes it possible to apply scientifically the criteria for the qualification of such events at the stages of origin and occurrence of emergency situations with negative environmental consequences in populated areas.
