METHODS FOR ASSESSING FUZZY INDICATORS OF ENVIRONMENTAL SAFETY OF URBAN AREAS AT THE STAGE OF DEVELOPMENT OF PRE-PROJECT AND PROJECT DOCUMENTATION

The annually increasing volume of solid municipal, industrial, and construction waste generated and disposed of leads to an ever-increasing anthropogenic burden on the environment, posing one of the main threats to environmental safety in urban districts and regions. The objective of this study is to develop a fuzzy scale of indicators for assessing the systems, objects, and technologies that support the life support of urban areas during the development of pre-project and design documentation using fuzzy set theory. This scale leverages the potential of soft computing in calculating the levels of environmental safety in urban areas, which in turn allows for assessing the state of protection of the natural environment and vital human interests from hazardous technospheric impacts of waste. In accordance with this objective, using fuzzy set theory and the corresponding mathematical apparatus of soft computing, a fuzzy scale of resource-ecological indicators was developed for the implementation of predictive studies of the prospective development of the industrial construction complex and life support systems of populated areas at the pre-project stage, during the implementation of project activities, and in assessing the existing level of technospheric impact of hazardous waste on the environment. The proposed new approach, based on a comprehensive assessment of averted environmental hazards, was used to develop a forecast for the development of waste treatment and disposal facilities through 2030 across regions and urban districts of the Russian Federation. It is possible to apply the developed indicators of environmental safety for urban areas and their measurement methods when synthesizing sociological research data and environmental information, followed by the development of socio-ecological criteria and indicators of the favorable conditions for population life and the comfort of the urban environment.
