SUPPORTING DECISION-MAKING TO IMPROVE THE ENERGY EFFICIENCY OF URBAN INFRASTRUCTURE FACILITIES

This article examines an approach to supporting decision-making for the sustainable development of urbanized areas of a municipality through improved utility resource utilization. A method is proposed for selecting options for improving the management of utility systems (heating, ventilation, and air conditioning) to achieve the target energy efficiency class for buildings and enhance the aesthetic appearance of existing and newly constructed facilities. Factors affecting the energy efficiency of development projects are analyzed. Using the analytic hierarchy process, the feasibility of implementing software products to automate the management of utility systems in the design of modern capital construction projects is substantiated. The chosen research method for making management decisions correlates with a complex system of interdependent components (required resources, achievable goals, impacted objects, implementation deadlines, etc.) requiring analysis and forecasting, and also identifies the most important criteria for evaluating alternative development options. Using this approach in the design and construction of buildings will improve the operational properties of the created facilities, minimize investment risks, and optimize the costs of routine maintenance and upkeep of buildings and structures. The ability to make informed decisions will also contribute to the preservation and improvement of the urban environment, as well as to improving the comfort of city residents in residential and non-residential buildings.
