The article addresses the problem of acoustic pollution in the urban environment caused by traffic flows. The research is conducted within the framework of the priorities and target indicators of the Spatial Development Strategy of the Russian Federation for the period up to 2030 with a forecast to 2036, in particular, the task of forming a comfortable and safe living environment. Using Volgograd as an example, noise impact is analyzed, and the potential of water-green framework elements as a spatial development tool for solving environmental and social problems is assessed. The paper proposes and visualizes a comprehensive planning methodology in the form of a five-stage flowchart. It is developed based on field studies and mathematical modeling and systematizes the process from diagnosis to the integration of noise protection measures into planning solutions. As a result, a regression model for predicting area comfort is obtained. Practical recommendations for integrating water-green framework elements into urban planning are proposed, which can be used to achieve the Strategy’s targets in the field of urban environment quality. The results of the work have practical value for authorities in the formation of territorial planning documents, state programs, and measures for the environmental rehabilitation of urban spaces.
